13 of them are spent by nothing any table in the files describes. That does not mean they are unused in game — only that the data tables do not say, so each of those pages reads UNKNOWN rather than guessing.

No known way to get these

7 resources in the files fail every test we can put to them: nothing spends them, the files never say where they come from, they have no tile on the in-game Resources screen on either of the two characters captured, and Wyatt has never held one Corroborated. One of those characters has been played since the game's 2020 PC release and sits at Ascension 343. Four signals agreeing is not proof they were cut, but no route to any of them is known.
